CLASSIFICATION: W8BEN Independent Contractor. 40 hours per week. Exempt. 

 

WORK SCHEDULE: 40 hours per week in virtual HR suite at 3310 Eastern Avenue, Baltimore, MD 21224 office from the hours of Monday to Friday from 8:00 AM EST to 5:00 PM EST

 

ANTICIPATED TRAVEL: 0% of the time.

 

SUMMARY OF POSITION RESPONSIBILITIES:  A Training & Development Specialist is responsible for designing, implementing, and evaluating training programs to enhance the skills, knowledge, and performance of employees within an organization.  After hiring, comes the task of training and development. This is vital to enhance employee skills and ensure they grow in their roles. Methods can vary, but workshops, online courses, and on-the-job training are common ways HR departments ensure career progression.  The Training & Development Specialist plays a key role in fostering employee growth and development by designing, delivering, and assessing training programs and initiatives. They collaborate with departmental managers and HR partners to identify training needs, develop curriculum, and facilitate learning opportunities that align with organizational goals and objectives. The Training & Development Specialist also evaluates training effectiveness and continuously seeks opportunities for improvement to support employee performance and career advancement.

Training Needs Analysis:

  • Collaborate with departmental managers and HR to conduct assessments and identify training needs based on organizational goals, job requirements, and employee skill gaps.

  • Analyze performance data, employee feedback, and industry trends to determine training priorities and areas for improvement.

Training Program Design and Development:

  • Design and develop training curriculum, materials, and resources tailored to meet identified learning objectives and address specific employee needs.

  • Utilize a variety of instructional techniques and delivery methods, including classroom training, e-learning, workshops, simulations, and on-the-job training.

Training Delivery and Facilitation:

  • Facilitate training sessions and workshops for employees at all levels, ensuring engaging and effective delivery of content.

  • Provide guidance, support, and feedback to participants to enhance learning retention and application on the job.

Training Administration and Logistics:

  • Coordinate training logistics, including scheduling sessions, booking venues, arranging equipment, and managing participant registrations.

  • Maintain training records and documentation, tracking attendance, completion, and evaluation data for reporting and compliance purposes.

Evaluation and Continuous Improvement:

  • Conduct post-training evaluations to assess the effectiveness of training programs and gather feedback from participants.

  • Analyze evaluation data to identify strengths, weaknesses, and areas for improvement, and make recommendations for program enhancements.

Learning Technology and Innovation:

  • Stay informed about learning technologies and industry best practices to incorporate innovative approaches into training design and delivery.

  • Explore opportunities for leveraging technology platforms, e-learning modules, and virtual training solutions to enhance learning accessibility and flexibility.

Collaboration and Stakeholder Engagement:

  • Collaborate with subject matter experts, internal trainers, and external vendors to develop and deliver specialized training content.

  • Build relationships with key stakeholders across the organization to promote a culture of learning and development and ensure alignment with business objectives.

 

SCHEDULED DUTIES AND RESPONSIBILITIES:

  1. For onboarding staff at the beginning of their work cycle: 

    • if employed / contracted by HolBrock Estates Supportive Housing Programs, Community Wellness Outpatient Mental Health Center, Community Wellness Psychiatric Rehabilitation Program, LightHouse Behavioral Health Center, Freedom Healthcare, grant access to ICANotes and model credentials after a position of similar scope 

    • in collaboration with CTO, establish company email account for the appropriate company

    • If a psychiatric nurse practitioner or somatic nurse practitioner, apply for eprescribe access in ICANotes

    • grant esignature access in ICANotes

  2. For offboarding of staff at the end of their work cycle:

    • deactivate access to ICANotes

    • deactive email access

    • notify ICANotes to remove eprescribe access if a psychiatric nurse practitioner or somatic nurse practitioner and confirm it has been removed from the ICANotes monthly recurring invoice

  3. Attend to calls routed to you from the phone system within your scope or warm transfer to the appropriate party.

  4. Respond to voicemails within 2 business hours.

  5. Acknowledge all email inquiries that apply to your role within 1 business hour.  For emails that do not apply to you ensure they are warmly handed off to the appropriate team member.

  6. Initiate resolutions to tickets routed to you from the intranet within 4 business hours.

  7. Serve as the life cycle liaison for all new hires as assigned by the talent acquisition specialist.  All HR team members with the exception of the talent acquisition specialists may serve in the capacity of a life cycle liaison.  The life cycle liaison is responsible for ensuring the assigned new hire completes orientation on time and ensures the new hire's HR record is compliant with the checklist standard at all times.

  8. Be a “doer” not just a “delegator”.

  9. While not performing other duties herein, focus all available time of each work day solely on directly conducting HR record compliance audits for assigned staff.  Taking necessary action to bring staff records into full compliance without delay and documenting on the compliance checklists accordingly.  The assignments shall be maintained by the talent acquisition specialist as the staff life cycle dictates.

  10. Assist the supervisor with any work related tasks as requested.

  11. Ensure continuity of services in your absence.  Delegate the ranking staff person(s) to assume your responsibilities for absences beyond normal non-working hours.  

  12. Manage the ADT application and training process for staff who require it.

  13. Manage the Peer Recovery Specialist application and training process for staff who require it.

  14. Monitor the HR-(Master) Staff Record Compliance Checklist and implement the addition or removal of items from that sheet into Paycom and Deel.

  15. For current staff who transfer from one position in the organization to another, facilitate the transfer by reissuing credentials and collaborating the transfer between the supervisor of the old role and the supervisor of the new role.

 

UNSCHEDULED DUTIES AND RESPONSIBILITIES:

  1. Prioritize fulfillment of emergent needs of the organization as it relates to staffing, CEO initiatives and HR compliance.

  2. In collaboration with the CEO, COO and CTO, spearhead the fulfillment of any training and HRIS software development related inquiries from internally and external agencies.

  3. Consult with the CEO and executive team regularly to implement improvements within your scope on a continuous basis.

  4. Works with other department / division heads to monitor the financial activities each department and make recommendations.

  5. Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor.

  6. Participates in quality assurance and performance improvement plans by completing periodic audits or other activities to ensure regulatory compliance and/or improve service delivery.

  7. Assist the supervisor with any work-related tasks as requested.

  8. Collaborate with and serve as program POC for external treatment providers and outside agencies as needed.

  9. Responsible for following regulations of COMAR, CARF, any other regulatory body, and company policies/ procedures related to service delivery and documentation and co-facilitating orientation of all new hires to these as well.

  10. Support the maintenance of a safe environment by participating in training and drills as requested.

 

PHYSICAL DEMANDS: Regularly walk, stand or stoop; occasionally lift, carry, push, pull or otherwise move objects weighing up to 25 pounds; and regularly drive a motor vehicle.
 

WORKING CONDITIONS: Some work is performed in an office.

LEVEL OF EDUCATION/TRAINING/QUALIFICATIONS:

  1. Bachelor degree preferred.  High school diploma required.

  2. A minimum of 2 years of HR experience.

  3. PHR®, SPHR®, SHRM Certified Professional (SHRM-CP) or similar education / certification preferred.
