Description

GENERAL PURPOSE: The position is responsible for developing, maintaining, and enhancing the Town of Chino Valley’s Geographic Information System (GIS). This role supports various municipal functions, including planning, zoning, infrastructure management, public safety, and community development. The position involves data collection, spatial analysis, mapping, and integrating GIS with other municipal systems to enhance decision-making and public service delivery.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

  • GIS Data Management & Analysis
    • Develop, maintain, and update spatial and non-spatial datasets for municipal use.
    • Perform spatial analysis and modeling to support planning, zoning, and infrastructure projects.
    • Ensure data accuracy and integrity through quality control processes.
  • Mapping & Visualization
    • Create high-quality maps, dashboards, and reports for town departments, elected officials, and the public.
    • Design and maintain interactive web maps and GIS applications.
  • Interdepartmental Support & Coordination
    • Work with Planning, Public Works, Utilities, Emergency Services, and other departments to enhance GIS integration.
    • Provide GIS-related training and technical support for municipal staff.
  • System Development & Maintenance
    • Maintain GIS software, databases, and applications.
    • Assist with system upgrades and integration of GIS with other municipal software platforms (e.g., asset management, permitting).
  • Field Data Collection & Management
    • Utilize GPS and mobile GIS tools for data collection, verification, and asset inventory.
    • Assist in aerial imagery acquisition and processing as needed.
  • Public Engagement & Transparency
    • Support public-facing GIS initiatives, including open data portals and community engagement tools.
    • Respond to public inquiries and assist in providing GIS-based information.
  • Performs related duties as required or assigned.

 

Qualifications

Education and Experience:

  • Bachelor’s degree in GIS, Geography, Urban Planning, Environmental Science, Civil Engineering, or a related field.
  • Two (2) years of professional GIS experience, preferably in municipal government.
  • An equivalent combination of education and experience may be considered.

 

Required Licenses or Certifications:

Possession of a valid State of Arizona driver’s license.

 

Required Knowledge of:

  • Proficiency in GIS software (Esri ArcGIS Pro, ArcGIS Online, ArcGIS Server, QGIS).
  • Strong understanding of spatial data management, cartography, and geospatial analysis.
  • Familiarity with municipal planning, zoning, and public infrastructure mapping.
  • Experience with GPS data collection and mobile GIS applications.
  • Basic programming and automation skills (Python, SQL, ModelBuilder) are a plus.
  • Uses and applications of personal computers and various software applications.
  • Preferred but not required: Experience integrating GIS with asset management, permitting, or work order systems.
  • Preferred but not required: Knowledge of AutoCAD, SQL databases, or cloud-based GIS solutions.
  • Preferred but not required: GISP (Geographic Information Systems Professional) certification or willingness to obtain.

 

Required Ability to:

  • Ability to analyze complex spatial data and present findings clearly.
  • Strong communication and collaboration skills for working with various stakeholders.

 

Physical Demands / Work Environment: 

  • Work is primarily performed in an office setting, with occasional fieldwork requiring walking, standing, and lifting equipment.
  • May require travel to various locations within the town for data collection and coordination.
