Program Background
As an integral component of the Military Health System, the Defense Health Agency (DHA) delivers health services to 9.4 million eligible patients in nearly 700 military hospitals and clinics around the world with an operating budget of approximately $16.9 billion in FY23. The Defense Health Agency Facilities Enterprise (DHA-FE) provides portfolio life cycle management for all of DHA facilities, to include strategic & master planning, requirements development, design, construction, initial outfitting & transition, activation, operations & maintenance, sustainment, leasing, and disposal. DHA-FE also supports planning, programming, budgeting, and execution (PPBE) and provides HQ level policy development for the Sustainment, Restoration, and Modernization (SRM) program, military construction (MILCON) program, and initial outfitting & transition (IOT)/Procurement programs. DHA-FE assumed responsibility for all medical facilities formerly managed by the Army, Navy, and Air Force in FY21 and will be responsible for additional public health and research facilities in the coming years. As a Headquarters function, DHA-FE is responsible for establishing policy and procedures within their assigned mission areas. This includes developing DHA Administrative Instructions, Procedural Instructions, Standard Operating Procedures, and various guidance Documents.
Job Requirements:
- Bachelor’s or master’s Degree in architecture, construction management, or construction engineering disciplines or at least 10 years project management experience with at least 3 of those years performing hospital project management
- Professional Registration or certification from a recognized industry certification leader in construction or medical project planning related area such as project management, sustainability, quality management.
- Previous DoD project management experience (acquisition, design, and construction) required; military medical project management experience preferred.
- Experience interpreting and applying Unified Facilities Criteria and Unified Facilities Guide Specifications highly desired.
- Certified by the PMI and has a PMP or CAPM equivalent.
Skills
- Strong task management and organizational skills.
- Highly proficient with MS Office Word, PowerPoint, and Excel.
- Excellent communication skills, both written and verbal
- Ability to meet DoD background investigation for Common Access Card
