Support the DHA Program Manager as an O&M Senior Technical Analyst for DHA Facilities Operations Branch. DHA’s area of responsibility (AOR) includes the nine (9) Defense Health Networks (DHNs), including all Army, Air Force, and Navy Medical Treatment Facilities (MTFs) worldwide, veterinary clinics, and DHA’s laboratories. Incumbent will coordinate and provide recommendations on guidance, coordination, oversight, and support to DHA’s Operations and Maintenance (O&M) program. The position is working in the O&M Section under the Chief of O&M and the O&M Program Manager.
Roles and Responsibilities
• Serves as an O&M Technical Advisor to DHA Leadership in Performance Work Statement and requirement development to ensure contractual support to DHA MTFs.
• Leads integration of DHA Operations and Maintenance (O&M) programs and initiatives.
• Identifies and manages regionalization and consolidation efforts to ensure standardization of facility support and processes across the DHA enterprise and manages transition of DHA MTFs onto centralized maintenance contracts.
• Reviews existing contracts (between all 3 services) to ensure new contracts are issued in standardized DHA language.
• Plans, schedules, and carries out site investigations and consultations for MTFs as it pertains to the needs and structure of the Operations and Maintenance program and support.
• Supports MTF facility management efforts related to ensuring compliance with Defense goals, reducing commodity cost risk, seeking and prioritizing Service’s contract agents and their contract initiatives for operations, maintenance, planning and prioritizing Building Management and Controls Systems modernization for standardization, managing $1.0B annually in Sustainment, Restoration and Modernization activities through the DHA FE Work Induction Board, and analyzing MTF operational trends and targets opportunities to standardize across the MHS.
• Applies extensive knowledge of facility management concepts, principles and practices as well as general knowledge of the methods, practices, and processes of technical disciplines.
• Supports the facility management activities of the MTFs and research facilities, conduct coordination with the Market subordinate geographical staff, DoD, Joint Chief, Combatant Commands, Direct Reporting Units and DoD staff proponents and other agencies ensuring staff actions and tasking requirements are met in a timely manner and with high quality. The incumbent will review the submission of orders and plans to ensure timely dissemination of information within and outside the DoD and DHA.

Required Qualifications
• Bachelor’s Degree from an accredited institution but can be waived if equivalent experience level is acceptable to the government
• Five (5) years of experience managing the healthcare facility maintenance and repair of real property and real property installed equipment
• Three (3) years experience in scoping Medical O&M contracts or similar products
• General knowledge of the Military Decision-Making Process (MDMP), as well as knowledge of the Joint Operations Planning and Execution System (JOPES)
• General knowledge of operations at higher level staff to include DoD, OSD, Combatant Commands, Joint Staff, DRUs and Services HQ Staff headquarters
• Comprehensive knowledge of DoD and other military service department to direct complex staff actions that require knowledge of military command structure, missions, roles and organizational structures
• Comprehensive knowledge of a broad range of qualitative and quantitative methods for assessing and improving program effectiveness and complex management processes and systems
• Comprehensive knowledge of DoD administrative policies, regulations, precedents and planning guidelines, and processes; knowledge of DoD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the
effectiveness of program accomplishments; knowledge of relationships with other Services programs impacting DHA goals and objectives
• Skill in oral and written communication in order to present sensitive and sometimes controversial material and recommendations to management, higher authorities and other government agencies
• Ability to evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary
• Analytical skills to permit translation of DHA program and mission objectives into overall DHA plans which can be implemented within the framework of federal regulations, DoD and service regulations and procedures
