Role:  Eligibility Benefits Practice Lead 

C!A® is seeking an experienced leader in the field of Human Services Eligibility Determination for state agencies to drive strategic improvements and enhance the capacity of state programs. Through a combination of process optimization and SaaS-based solutions, C!A provides innovative approaches to help agencies streamline operations, increase efficiency, and better serve families in need.

Position Summary:  

As the Eligibility Benefits Practice Lead, this role is responsible for leading and managing the business strategy for C!A Consulting, ensuring a comprehensive approach to improving state benefits programs. This includes cultivating relationships with state agency leaders and policymakers to drive operational improvements and enhance service delivery. The role supports business development efforts, including sales, client engagement, and strategic growth initiatives, while overseeing the implementation of process innovations and technology solutions. Additionally, the Eligibility Benefits Practice Lead collaborates closely with C!A’s Senior Vice President to develop, sustain, and expand the practice, fostering a culture of excellence, innovation, and mission-driven service to improve state eligibility programs across the United States. 

Key Responsibilities: 

  • Operational Oversight: Ensure operational excellence across all aspects of the company, including project delivery, client satisfaction, and internal processes. Streamline operations to enhance efficiency and effectiveness. 

  • Account Management: Support the management of financial activities, including budgeting, forecasting, and financial reporting.  

  • Business Development: Coordinate with the business development team to identify new market opportunities, cultivate client relationships, and secure engagements that contribute to revenue growth. 

  • Talent Management: Foster a culture of high performance and continuous improvement. Recruit, develop, and retain top talent, ensuring C!A has the skills and capabilities to meet its program objectives. 

  • Innovation and Adaptation: Promote a culture of innovation and flexibility, adapting strategies and offerings in response to changing program dynamics and client needs.

Qualifications

Required Experience and Skills: Candidates are preferred who have managed or have overseen benefit departments in State agencies. This includes eligibility, subsidy, inspection, and background checks, as a part of the overall management of the programs. The ideal candidate has familiarity with process improvement principles and direct experience in applying them within the context of local, county and/or state government organizations to improve operational outcomes or capacity through innovation and transformation. 

A minimum of 5 years’ experience is desired. 

In addition, the candidate should possess: 

  • Strong program and operational knowledge of Human Services Eligibility Determination

  • Knowledge of operations, training, IT/systems, and government contracting 

  • Experience leading cross-functional teams to successfully deliver human services projects – with the ability to create buy-in and effectively inform and drive decisions. 

  • Ability to engage with various levels of staff in organizational change initiatives, with experience in change management, including systems, training development and delivery.
