Summary

The Deputy Construction Manager will support the Construction Manager of TSMC F21 Phase 3 Project (P3) who reviews all phases/ aspects of the UPW (Ultra Pure Water) construction project.

Reporting Relationships

The Deputy Construction Manager reports to the Construction Manager.

Major Duties and Responsibilities

  • General requirements

    • Understands the UPW process from design through completion

    • Helps coordinate and assist with supervision of all Contractors pertaining to design, procurement, construction, commissioning, and closeout of UPW system

    • Maintains an appropriate level of communication with all team members and reports all issues promptly.

    • Able to read and interpret blueprints (all trades) and specifications for advanced work layout and planning

    • Review and interpret schematics and other project documentation

    • Assist others in making complex decisions that consider safety, priorities, quality, construction sequencing and schedules and potential outcomes.

    • Can work through conflicts and invites different thoughts and opinions

    • Analyzing issues and confident, thought-out decision-making

  • Leadership

    • Able to fully integrate with subcontractor teams

    • Holds team members accountable for their required duties

    • Cultivates a feeling of energy, excitement and optimism in team members.

    • Collaborate with stakeholders such as TSMC, subcontractors, system owners, engineers, technicians, and traders

    • Assist in developing and training team members to maintain a high-performance team

  • QCD (Quality Cost Delivery) Control

    • Will assist with coordination, planning, and review all major activities. Performs constructability reviews and communicates issues effectively and immediately

    • Supports management of design documents and BIM process

    • Will work with subcontractor to come up with recovery plans if and when needed

    • Ensures that all team members have the resources to complete their responsibilities

    • Assists in guidance of schedule and sequencing of UPW system

    • Participates in subcontractor interviewing and selections; assists with subcontractor contract language

    • Ensure compliance with codes, standards, and safety regulations

    • Ensures that installations are performed in accordance with master specifications, standard installation details, state and local codes

    • Assists with development, review and monitoring of quality assurance programs throughout the entire process; ensures that all trades have a clear understanding of quality expectations

    • Supports and reviews material procurement, requisition needs and schedule/ delivery dates

    • Monitor project progress and perform quality inspections when available, assist with planning

  • Project (Construction) Controls Management

    • Oversees strategies ensuring controls are in place to protect assets and ensure accuracy of reporting

    • Can assist to forecast cost impacts based on Budget vs ACWP (Actual Cost Work Performed) and Incurred Costs

    • Attend required workgroup meetings, review and update the schedule with construction manager, review RFI’s and change orders

    • Will assist to provide guidance and suggestions on all critical path items and review critical path semiweekly

    • Analyzes monthly status/progress reports including any cost trends or overruns

    • Identifies areas of risk and fee erosion and opportunities for fee enhancements

    • Study schedules and estimate worker-hour requirements for completion of job including weekly schedule report

Education

  • High school diploma or GED certificate

  • Associate degree or technical apprenticeship preferred

  • Bachelors Degree is a plus but not mandatory

Skills and Qualifications

  • Minimum of 5 years of experience in Commercial Construction/ Semi-Conductor projects

  • Minimum 5 years Supervision experience

  • Chinese or Japanese  proficiency is a plus, but not required

  • Ability to understand and interpret applicable building codes

  • Experience installing water systems with all supporting mechanical/ electrical/ control systems

  • Knowledge of OSHA safety protocols, procedures and regulations; Preferably OSHA 30 trained

  • Excellent verbal and written communication skills; proficient on computer programs

Physical Requirements

  • Perform work at heights from ladders, scaffolds, aerial lifts, cat walks, roofs, or other areas occasionally or as job requires
