POSITION SUMMARY:

Person in this position will be responsible for the human resources clerical and administrative duties for the assigned region. Special emphasis of this role is creating and maintaining a well-qualified diverse pool of candidates in a timely and cost-effective manner. Consults with hiring managers as it relates to recruitment and staffing issues; develops network of contacts through various channels and participates in ongoing initiatives to develop, integrate, and improve the sourcing and recruiting program for the region. Essential Job Functions are below:

ESSENTIAL JOB FUNCTIONS:

  • Maintain accurate and up-to-date employment records, including personnel files.
  • Maintain schedules for annual renewals of TB.
  • Prepare employee paperwork as necessary (i.e., orientation packets, handbooks, etc.)
  • Provide administrative support to the Human Resource team as required.
  • Perform regular Employee File audits as requested, obtain any missing information/documentation.
  • Serve as a point of contact for employee-inquiries regarding HR policies, benefits, and other employment-related matters.
  • Source, screen, and interview candidates for various positions.
  • Facilitate the onboarding process, including background checks, new hire paperwork, and orientation.
  • Crowdsources potential candidates
  • Conducts pre-screens
  • Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior.
  • Build strong relationships with hiring managers and serve as a strategic advisor on recruiting matters.
  • Source candidates utilizing cutting edge technology, social media, targeted outreach and networking.
  • Take initiative to provide innovative solutions to challenges and ensure timeliness and efficiency throughout search.
  • Guide hiring managers to identify a balanced interview team, design an efficient and professional interview process, and prepare interviewers.
  • Works collaboratively with the HR team.
  • Negotiate job offer, coordinate reference and background checks, and ensure candidate records are accurate and complete.
  • Lead the optimization of recruiting processes and best practices withing region.
  • Advise hiring managers on networking and recruiting strategies and provide recommendations for attracting diverse applicants.
  • Assist with payroll processing and addressing payroll/timesheet inquiries.
  • Assist with revised timecards as necessary.
  • Conduct trainings with hiring managers on ATS, as required.
  • Must Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation; and
  • Perform all other duties as assigned.

Qualifications

ESSENTIAL QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform the duties and responsibilities satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience and Competencies:

  • Ability to work within established time frames with limited supervision.
  • Superior verbal, written, and presentation skills. Keen attention to detail. Ability to read, analyze and interpret technical human resource journals, financial and benefit reports, and legal documents.  Prefer dual language in Spanish, additional languages helpful.
  • Proven effectiveness leading talent searches while demonstrating professionalism, discretion, fairness, and confidentiality.
  • Demonstrated effectiveness working efficiently, productively, and with urgency in a fast-paced, high-volume work environment.
  • Proven ability to prioritize competing demands and keep others apprised of progress.
  • Demonstrated success exercising sound judgment, applying effective analytical, problem-solving, and decision-making skills, and acting and thinking independently.
  • Knowledgeable about project management processes and methods.
  • Proven success using online recruiting tools and strategies to identify talent.
  • Excellent written and verbal communication skills.
  • Proficiency in MS Office and working knowledge of applicant tracking systems and online sourcing techniques.
  • Proficiency in word processing programs, preferably MS Word, and spreadsheet programs, preferably MS Excel. Internet skills.
  • Ability to work independently.
  • High level of initiative.
  • Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality.
  • Professional appearance and demeanor.
  • A positive attitude and commitment to providing excellent customer-services to employees and candidates.
  • Ability to obtain and maintain eligibility for DCF/ACHA Clearance.
  • Valid driver’s license and ability to obtain and maintain WestCare’s vehicle insurance is required.
  • Must be able to obtain and maintain OIG and NSOPW Clearance and CPR Certification, First Aid Certification, and an annual Tuberculosis test.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.

 

EDUCATION and/or EXPERIENCE:

  • Experience in recruitment or human resources is preferred.
  • Administrative experience is strongly desired.
  • Prior experience with Non-Profit in Behavioral Health preferred.
  • High School Diploma or equivalent is required.

  • None

ESSENTIAL PHYSICAL AND MENTAL DEMANDS OF THE JOB:

The employee must be able to perform the following essential duties and activities with or without accommodation:

 

PHYSICAL DEMANDS:

  • Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 10 pounds.  Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files).  Requires the ability to defend oneself and clients in physically abusive situations using approved physical de-escalation techniques.
  • Requires talking: Expressing or exchanging ideas by means of the spoken word.  Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
  • Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
  • Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.
  • The normal work routine involves no exposure to human blood, body fluids or tissues.  However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.
