Position Summary:
The Vice President of Operations (VP) for Sanctuary, Inc., under WestCare Pacific Islands, Inc. "WPI" (the WestCare's Foundation's Guam-based affiliate), will provide managerial, operational and programmatic leadership across all programs including emergency shelter, crisis response, outpatient and residential treatment programs for youth and their families. Additionally, the VP will lead efforts to develop new services across the region aligned with WestCare Pacific Islands and Sanctuary's strategic mission.
Essential Duties and Responsibilities:
- Overall management and administrative responsibility for all programs within emergency shelter, crisis response, outpatient and residential treatment programs at Sanctuary, Inc.;
- Sets goals, monitors work, and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization;
- Supervise assigned staff and ensure company policies and procedures are followed by all staff;
- Manage external relationships with local and federal government officials, foundations, other non-profits and educational organizations, grant officers and other stakeholders;
- Participate with other community groups and represent Sanctuary and WestCare as needed;
- Track revenue and expenses for the organization. Advocate for funding support for existing and new programs. Work closely with the COO to manage budgets.
- Work closely with the WestCare Foundation’s national departments including the Finance and Accounting departments, HR, the Grants Division; the Office of the General Counsel and other departments as required by the job;
- Ensure all grants and contracts are properly administered and adhere to all programmatic and financial reporting requirements;
- Provide leadership for a staff of approximate 50 employees at full capacity. Provide motivation, convey a sense of optimism, promote and role model strong ethical behavioral;
- Make hiring and termination decisions in conjunction with WestCare Foundations' national HR department;
- Ensure that all personnel related issues are managed and documented in accordance with local labor laws;
- Lead new business development efforts to support and grow programs to meet local needs. Review funding opportunities and make strategic decisions regarding program growth and opportunities;
- Identify compliance concerns and take actions necessary to eliminate or minimize risks;
- Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior. Lead with heart and compassion for the most vulnerable in the community;
- Work collaboratively with the Foundation’s research and evaluation department. Support regular agency and program evaluation, within the scope of focus, to measure: effectiveness, impact, value, and sustainability;
- Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare; and
- Perform other duties assigned.
Essential Qualifications:
- Must be mission-driven and client centered.
- A minimum of 7 years of operations experience; 4 years within a leadership level in a large organization.
- A minimum of 3 years’ experience in behavioral or mental health, public health or health care, within a multi-facility or multi-state environment capacity.
- Excellent verbal and written communications skills.
- Previous experience in overseeing the activities of a large number of employees in multiple sites is highly desirable.
- Computer proficiency in MS Word, MS Excel and PowerPoint.
- Ability to review and understand financial reports.
- Ability to work independently and also lead a team.
- Self-motivated and optimistic.
Certifications/Licensures:
- Licensure in related field.
Education Requirements:
- Graduation from an accredited four-year college with a degree in Addiction Counseling, Criminal Justice, Social Work, Psychology or related field is required;
- A High School Diploma or equivalent and two (2) years of college-level education is required. Two (2) years of alcohol and other drug counseling experience may be substituted for one (1) year of college-level education. No more than one (1) year of college-level education may be substituted with alcohol and other drug counseling experience.
Experience and Competencies:
- Five (5) years of management experience, directly supervising a team is required;
- Three (3) years of program and grants management experience is required;
- Two (2) years of experience in providing direct counseling services to persons with alcohol and/or drug problems is preferred;
- Two (2) years of experience in providing direct counseling services to persons who have experienced trauma;
- Intake and assessment experience is preferred;
- Marketing and/or sales experience preferred;
- Bilingual is preferred;
- Knowledge of the criminal justice system;
- Excellent communication skills;
- Ability to exercise good judgment and discretion;
- Ability to work well in a team environment;
- Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality;
- Professional appearance and demeanor;
- Must be culturally/linguistically sensitive to populations served;
- Valid driver’s license and ability to obtain and maintain WestCare’s vehicle insurance is required; and
- CPR Certification and First Aid Certification.
Working Conditions:
- Work is primarily performed in an office or residential treatment setting; and
- Some outdoor activities may be required.

- Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.
- Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
- Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
- Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.
- The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.
