Position Summary:

Manages day-to-day program operations of The Village Substance Abuse Treatment Services and ensure all services delivered are clinically sound and comply with regulatory standard.

Essential Job Functions:

  • Identifies best and evidence based clinical practices, embeds these practices into the clinical continuum, oversees implementation and evaluation of these practices
  • Develops program treatment schedules and ensures seamless flow in continuum of care
  • Reviews and approves all admissions, treatment plans, and changes in levels of care.  
  • Conducts and documents staff clinical supervision including bi-weekly group supervision, monthly individual clinical supervision and as needed to ensure quality care
  • Ensures that clinical continuum provides HIV/AIDS prevention, counseling, testing and care for each client and when appropriate for client’s family members and significant others.
  • Leads and works as part of client’s multidisciplinary team to coordinate client assessments and treatment plan development/implementation.
  • Ensure that comprehensive biopsychosocial assessments are documented, including summary development and use of assessment results in development of comprehensive treatment plan for each client.
  • Ensures the development and implementation of comprehensive individualized treatment plans and treatment plan updates that integrate input from all multidisciplinary treatment team members is completed for each client.
  • Coordinates client care including identification, and exchange of information of/with in-house and community support and professional resources. Includes oversight of case management activities.
  • Ensures the delivery of group, individual and family counseling services that includes HIV/AIDS risk-reduction activities.
  • Ensures each client has appropriate discharge plans including continuing care, if indicated, and has adequate resources required to support ongoing sobriety and/or mental health stability at the time of discharge.
  • Leads weekly clinical case conferences, and serves in the position of mentor/educator during these conferences.  Facilitates monthly all staff meetings and bi-weekly Direct Care Staff meeting.
  • Ensures all clinical documentation is current, accurate and meets all regulatory and agency requirements; conducts routine chart audits and other evaluations
  • Conducts employee performance evaluations, develops performance improvement plans with employee, monitors performance and uses performance evaluations to guide ongoing training activities
  • Provides ongoing staff training based on needs of staff and program
  • Manages employee schedules, leave requests and disciplinary actions
  • Actively participates in the identification, collection, aggregation, interpretation, and use of data for program evaluation and quality/performance improvement purposes
  • Compiles reports related to staff and clinical care
  • Assists in policy and procedure development
  • Serves as member of Quality Improvement Team and conducts assigned quality improvement activities.
  • Functions in role of therapist, as dictated by needs of the agency
  • Assumes duties related to administrative operations in the absences of the Regional Director.
  • Ensure community education and organizing, to educate communities about substance abuse prevention/treatment and other related issues, speak at public engagements, represent their agency at local committees or fundraisers and participate in community advisory councils. 
  • Performs other duties as assigned by supervisor.
  • Travels locally and abroad to attend meetings and trainings. 

Qualifications

Certifications/Licenses:

Education:

  • Master’s degree in counseling and management or related field with one year substance abuse experience preferred; or Bachelor’s Degree in counseling and management or related field and two years of experience in substance abuse treatment.
  • Two years of experience in supervisory role;
  • Two years’ experience in providing Mental Health Care
  • Working knowledge of therapeutic community concepts and co-occurring disorder treatment, preferred.

Working Conditions:

  • Work is primarily performed in an office or residential treatment setting; and
  • Some outdoor activities may be required.

Physical Demands:

  • Requires mobility and physical activity: Having an adequate range of body motion and mobility, to work in the office environment including standing and walking (even and uneven surfaces) to interact with co-workers in the office environment, sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 30 pounds.  Constant use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files).  Requires the ability to operate a motor vehicle.
  • Requires talking: Expressing or exchanging ideas by means of the spoken word.  Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
  • Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
  • Requires seeing: Clarity of vision at 20 inches or less as well as vision adequate for driving a motor vehicle. This factor is required to complete paperwork for many of the employee’s essential job functions and when driving a motor vehicle.
  • The normal work routine involves no exposure to human blood, body fluids or tissues.  Job duties do not include performing or assisting in emergency medical care or first aid.

Mental Demands:

  • Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions. 
  • Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions. 
  • Requires the ability to work under time deadlines.
