Reports To: Senior Director of Manufacturing Repair and Maintenance

Location: Houston, TX

Amount of Travel Required: 30-70%

Work Schedule: Monday – Friday; 8 a.m. - 5 p.m. (Overtime as necessary)

POSITION SUMMARY: We are seeking a Technical Project Manager to lead end-to-end delivery of utility-scale power plant projects (thermal, combined-cycle, renewable, or hybrid). The TPM will manage scope, schedule, budget, quality, and risk across engineering, procurement, construction, and commissioning (EPCC), ensuring compliance with safety, environmental, and regulatory standards. This role interfaces with owners, OEMs, EPCs, consultants, grid operators, and internal cross-functional teams.

 

ESSENTIAL FUNCTIONS: (The following duties and responsibilities are all essential job functions, as defined by the ADA, except for those that begin with the word "May.")

· Project leadership and governance.

· Define project charters, execution plans, WBS, and RACI; set up stage gates and reporting cadence.

· Chair weekly progress meetings; issue MoMs, action trackers, and dashboards.

· Scope, schedule, and cost management.

· Develop and maintain integrated master schedules (Level 1–4) using Primavera P6 or MS Project.

· Build and control budgets, cash flow curves, and EVMS metrics (PV/EV/AC, CPI/SPI).

· Manage change control, claims, and variation orders.

· Engineering management.

· Coordinate multidisciplinary design (civil/structural, mechanical, electrical, I&C).

· Lead design reviews (PFDs, P&IDs, one-lines, GA layouts), HAZID/HAZOP, constructability, and operability.

· Ensure grid code compliance, protection coordination, and interconnection requirements.

· Procurement and contracts.

· Develop technical specifications, RFQs/RFPs, bid evaluations (TBE/CBE), and award recommendations.

· Manage OEMs and EPC contractors for major equipment (GT/HRSG/boiler, STG, transformers, switchgear, BOP, SCADA/DCS).

· Oversee logistics planning for heavy lifts and deliveries; track Incoterms and expediting.

· Construction management.

· Coordinate site mobilization, permitting, site prep, foundations, steel erection, MEP, cabling, and terminations.

· Monitor quality via ITPs, WPS/PQR, NDT, FAT/SAT; manage punch lists and NCR/CAR closure.

· Enforce EHS standards (LOTO, confined space, hot work, lifting plans) and lead incident investigations.

· Testing and commissioning.

· Plan and execute pre-commissioning, cold/hot commissioning, steam blows, flushing, loop checks, relay testing, and protection schemes.

· Lead reliability runs, performance testing, heat rate/capacity tests, and grid synchronization.

· Handover to O&M with as-builts, spares, O&M manuals, and training.

· Risk, compliance, and stakeholders.

· Maintain risk registers, mitigations, and contingency; conduct quantitative schedule/cost risk analyses.

· Ensure compliance with environmental permits, emissions limits, and local/national codes.

· Manage interfaces with utilities, ISO/RTO, lenders’ engineers, insurers, and regulators.

· Reporting and documentation.

· Deliver weekly/monthly reports, 3-week lookaheads, S-curves, and KPI dashboards.

· Maintain document control with transmittals, submittals, and revisions.

· Performs other related duties as assigned to assist with successful operations and business continuity.

Qualifications

POSITION REQUIREMENTS:

· Successfully passes all applicable general pre-employment testing including but not limited to: background check, pre-employment drug screening, pre-employment fit tests, pre-employment aptitude and/or competency assessment(s).

· Possesses a valid U.S. Driver’s License.

· Daily overtime required and in-person, predictable attendance.

 

EDUCATION/EXPERIENCE LEVEL

· Bachelor’s in Mechanical, Electrical, Civil, or Controls Engineering; Master’s preferred.

· 7–12+ years managing large EPCC projects; at least 3–5 years in power generation (thermal/CCGT, coal, biomass, solar PV, wind, BESS, or hybrids).

· Proven delivery of $50M–$500M projects from NTP to COD.

· Certifications: PMP or PRINCE2; preferred: PE/Chartered Engineer, PSP, CCP, or CM-Lean.

 

QUALIFICATIONS, SKILLS, COMPETENCIES, AND ABILITIES

 

Technical Skills

· Project controls: Primavera P6/MS Project, EVMS, cost control, change/claims management.

· Power systems: grid codes, protection and coordination, relay settings, SCADA/DCS, plant auxiliaries.

· Mechanical/Electrical: turbines (GT/ST), HRSG/boilers, chillers/ACC/cooling towers, switchyards (HV/MV/LV), transformers, GIS/AIS, cabling.

· QA/QC: ITPs, welding/NDT, FAT/SAT, commissioning protocols.

· EHS: OSHA/ISO 45001/14001, Job Safety Analysis, Method Statements, lift plans.

· Contracts: EPC, OEM LTSA/CSA, FIDIC/NEC forms, Incoterms, bonds and guarantees.

 

Soft Skills

· Strong leadership, negotiation, and contractor management.

· Clear communication with executives and field teams; bilingual capability a plus depending on region.

· Analytical and problem-solving mindset; bias toward action and accountability.

 

Key Performance Indicators (KPIs)

· Schedule adherence (SPI), cost variance (CPI), change order cycle time.

· Safety performance (TRIR, LTIR), quality (NCR rate/closure), punch list burn-down.

· Commissioning milestones met, COD on time, performance test results.

· Stakeholder satisfaction and claims resolution outcomes.

 

Travel and Work Conditions

· 30–70% travel to project sites and vendor facilities as required.

· Extended periods at site during peak construction/commissioning.

· Ability to work in industrial environments and comply with all PPE requirements.

 

Nice-to-Have Experience

· Renewable integration and hybrid plants (PV + BESS + GT/CCGT).

· Owner’s engineer or lenders’ technical advisor background.

· Digital tools: BIM, 4D/5D planning, Aconex/Procore, Power BI/Tableau.

· Permitting, interconnection studies, and market participation with ISO/RTOs.

Frequently required to walk, sit, climb, bend, reach and squat/kneel. The Technical Project Manager works primarily indoors in the office. If required to go to a worksite, the work environment includes exposure to hazardous materials and operating conditions. Given these conditions employees are required to wear company mandated personal protective equipment and must strictly adhere to safety policy.

Work hours may include early morning, late afternoon/evening hours, and weekends in combination depending on job demands.
