POSITION SUMMARY: We are seeking a Technical Project Manager to lead end-to-end delivery of utility-scale power plant projects (thermal, combined-cycle, renewable, or hybrid). The TPM will manage scope, schedule, budget, quality, and risk across engineering, procurement, construction, and commissioning (EPCC), ensuring compliance with safety, environmental, and regulatory standards. This role interfaces with owners, OEMs, EPCs, consultants, grid operators, and internal cross-functional teams.
ESSENTIAL FUNCTIONS: (The following duties and responsibilities are all essential job functions, as defined by the ADA, except for those that begin with the word "May.")
· Project leadership and governance.
· Define project charters, execution plans, WBS, and RACI; set up stage gates and reporting cadence.
· Chair weekly progress meetings; issue MoMs, action trackers, and dashboards.
· Scope, schedule, and cost management.
· Develop and maintain integrated master schedules (Level 1–4) using Primavera P6 or MS Project.
· Build and control budgets, cash flow curves, and EVMS metrics (PV/EV/AC, CPI/SPI).
· Manage change control, claims, and variation orders.
· Engineering management.
· Coordinate multidisciplinary design (civil/structural, mechanical, electrical, I&C).
· Lead design reviews (PFDs, P&IDs, one-lines, GA layouts), HAZID/HAZOP, constructability, and operability.
· Ensure grid code compliance, protection coordination, and interconnection requirements.
· Procurement and contracts.
· Develop technical specifications, RFQs/RFPs, bid evaluations (TBE/CBE), and award recommendations.
· Manage OEMs and EPC contractors for major equipment (GT/HRSG/boiler, STG, transformers, switchgear, BOP, SCADA/DCS).
· Oversee logistics planning for heavy lifts and deliveries; track Incoterms and expediting.
· Construction management.
· Coordinate site mobilization, permitting, site prep, foundations, steel erection, MEP, cabling, and terminations.
· Monitor quality via ITPs, WPS/PQR, NDT, FAT/SAT; manage punch lists and NCR/CAR closure.
· Enforce EHS standards (LOTO, confined space, hot work, lifting plans) and lead incident investigations.
· Testing and commissioning.
· Plan and execute pre-commissioning, cold/hot commissioning, steam blows, flushing, loop checks, relay testing, and protection schemes.
· Lead reliability runs, performance testing, heat rate/capacity tests, and grid synchronization.
· Handover to O&M with as-builts, spares, O&M manuals, and training.
· Risk, compliance, and stakeholders.
· Maintain risk registers, mitigations, and contingency; conduct quantitative schedule/cost risk analyses.
· Ensure compliance with environmental permits, emissions limits, and local/national codes.
· Manage interfaces with utilities, ISO/RTO, lenders’ engineers, insurers, and regulators.
· Reporting and documentation.
· Deliver weekly/monthly reports, 3-week lookaheads, S-curves, and KPI dashboards.
· Maintain document control with transmittals, submittals, and revisions.
· Performs other related duties as assigned to assist with successful operations and business continuity.
