Position Title: HR Compliance Administrator, Full-Time 

Reports To: Director of Human Resources 

Department: Human Resources 

Job Summary 

Working as part of the PAL’s HR administration team, will ensure employee compliance and liaise with government administrative compliance staff to resolve and troubleshoot issues. This role will oversee new PAL team members from application to successful completion of compliance requirements for onboarding within the PAL’s Human Resources Information System (HRIS). In addition, this role will provide ongoing maintenance of employee’s compliance requirements. As a front face of PAL and often providing the initial engagement of new PAL staff of all levels along with the responsibility for ensuring ongoing compliance, the ideal candidate for this role is an individual with excellent communication skills and attention to detail. ff to resolve and troubleshoot issues. Major Duties and Responsibilities 

Onboarding: 

  • Manage compliance process with government compliance systems (such as PETs, FAMS, OCFS and the Justice Center systems) for all staff using PAL’s HRIS.  

  • Learn, implement, manage and administer PAL’s onboarding workflows with an eye towards continual improvement and efficiency  

  • Be a resource to new hires for questions in the onboarding process  

  • Develop reports to monitor new hires during the onboarding process to ensure seamless and efficient completion of compliance and background checks. Employee Compliance and re-certification 

  • Regularly audit current employees’ clearances.  

  • Routinely audit clearance procedures to ensure the process is as streamlined as possible. 

  • Conduct regular site visits to observe protocols are being adhered to and that the organization is in compliance.  

  • Establish and administer HRIS system notifications to staff and their managers for re-certification of staff.  

  • Develop reports and tools in the HRIS to routinely audit and re-certify existing staff in the compliance process.  

 

Other HR Compliance Administrator Responsibilities: 

  • Establish and maintain systems to monitor and manage employee records and files. Ability to quickly identify issues, recommend solutions and implement them.    

  • Responsible for maintaining the personnel action request workflows and ensuring changes are submitted to payroll in a timely manner.  

  • Support the Director and other leadership in the development of HR policies and procedures by making recommendations and informing of any changes to government compliance guidelines, systems, or steps in the background check process.  

  • Be the subject matter expert for PAL’s HR Compliance processes, ensure staff and managers are trained in HR Compliance policies and procedures.  

  • Liaise with the HRIS vendor to report any issues, resolve technical problems as well as stay abreast of new features in the system that can improve compliance workflows.  

  • Monitor and enforce HR compliance polices and proactively escalate non-compliance issues to the Director of HR and other PAL Leadership. 

  • Be responsible for the offboarding of staff and ensuring their access to government compliance systems are timely and appropriately removed.  

  • Act as PAL’s administrator for government compliance portals.  

  • Produce reports as needed for internal reporting and monitoring of employee compliance adherence and requested by Government funder or other compliance auditors.   

  • Ability to perform other HR duties as assigned, including but not limited to recruiting and onboarding. 

 

 

Qualifications

Education & Experience:

  • A minimum of a bachelor’s degree from an accredited college or university or equivalent experience 

  • A minimum of one year of professional paid work experience in a non-profit youth or social service agency is preferred 

  • Considerable knowledge of local, state, and federal security and privacy policies that directly affect background checks and clearance procedures for youth organizations (such as PETS, FAMS, OCFS and the Justice Center) 

  • Ability to creatively problem-solve information management challenges 

  • Ability to work well collaboratively and in a team  

  • Professional communication skills, both oral and written 

  • Ability to interact professionally and effectively with staff, volunteers, program members, parents and vendors 

  • High level of organizational skills  

  • Computer proficiency in Microsoft Word, and Excel 

  • Proficiency in Paycom or a similar HRIS system is preferred 

Salary: $58,600
