JOB SUMMARY
The Director of IT Solutions Delivery at Volunteers of America Chesapeake & Carolinas (VOACC) provides leadership in delivering innovative, secure, and scalable technology solutions that align with the organization’s Vision 2030. This leader combines strategic thinking with tactical execution, focusing on transformational technologies that improve whole-person care, enhance the experience of those served, and boost organizational performance across housing, health, and human services.
This position oversees cross-functional delivery teams and enterprise projects across various systems, including EHR, Microsoft 365, cybersecurity, automation, and vendor-integrated platforms, while promoting a culture of continuous improvement, collaboration, and service excellence. This position is a mission-critical leader in VOACC’s commitment to serving vulnerable populations through integrity, compassion, and service excellence. The Director, IT Solutions Delivery must embody and promote the agency’s core values, while using technology to amplify impact and foster transformative experiences for employees, partners, and the people we serve.
RESPONSIBILITIES:
VISION 2030 INTEGRATION
- Advance VOACC’s Vision 2030 Enabler #2: “Successful Technology Enhancement and Utilization” by:
- Completing all planned IT investments by FY2030.
- Outlining and completing IT goals for FY2026.
- Achieving 95% employee use of core platforms and systems.
- Drive IT contributions to other Vision 2030 pillars:
- Broaden access to whole-person care (e.g., Electronic Health Records enablement, integrated health data).
- Strengthen the brand through digital storytelling and improved technology experiences.
- Enhance the person-served experience through service-quality platforms and digital feedback tools.
- Support workforce culture with modern tools for engagement, learning, and performance recognition.
STRATEGIC LEADERSHIP & PROGRAM OVERSIGHT
- Serve as a strategic advisor to senior leadership on digital transformation, operational efficiency, and regulatory alignment.
- Align all IT initiatives with Vision 2030 priorities, including whole-person care integration, workforce development, and smart growth.
- Champion cross-departmental technology partnerships to strengthen brand equity and impact.
- Translate complex technology challenges into high-impact, user-centered solutions.
TECHNOLOGY SOLUTIONS & INNOVATION
- Lead the end-to-end delivery of enterprise IT initiatives across infrastructure, clinical systems, finance, communications, and mobile platforms.
- Implement user-centric solutions through agile teams and modern frameworks, integrating EHR, and collaboration suites.
- Ensure high-quality solution design and execution, emphasizing performance, security, and operational sustainability.
- Guide the deployment of automation that drives efficiency, compliance, and measurable outcomes.
INFRASTRUCTURE & CYBERSECURITY STEWARDSHIP
- Manage VOACC’s hybrid infrastructure, including Microsoft and network environments.
- Oversee enterprise cybersecurity architecture with adherence to HIPAA and other IT regulations.
- Ensure disaster recovery, endpoint security, and backup strategies are active and tested at least annually.
- Implement governance for third-party risk management and vendor due diligence.
ELECTRONIC HEALTH RECORDS & CORE SYSTEMS OPTIMIZATION
- Direct the management, configuration, and integration of Electronic Health Records and related clinical applications.
- Collaborate with Administration, Organizational Excellence, Compliance, and Clinical teams to ensure accurate, accessible, and compliant health data systems.
PEOPLE LEADERSHIP & IT OPERATIONS
- Lead, mentor, and grow a high-performing IT team with an emphasis on accountability, innovation, and service excellence.
- Foster strong relationships across departments to enable user training, engagement, and adoption of enterprise systems.
- Maintain and enhance IT service management through ITIL-aligned processes.
PROJECT & VENDOR MANAGEMENT
- Own delivery of complex, multi-phased initiatives from planning to post-deployment support.
- Oversee external vendor management, contract negotiations, and technology evaluations.
- Coordinate pilots and rollouts for new enterprise platforms, ensuring change management, user readiness, and performance monitoring.
