Job Title: Assistant Director, Regional Programs

Classification:  Exempt

Location: Portland, Oregon (Remote)

 

Department:  Leadership

Reports To: Director of Programs

 

The Education Fund is a non-profit partnership between six locals of the Service Employees International Union (SEIU) and 22 Healthcare Industry employers, serving the education and training needs of 120,000 eligible workers. Our mission is to empower our diverse healthcare workforce to advance in a changing environment through innovative education and training solutions.  Our programs provide career advancement and continuing education services to over 20,000 learners annually.

 

Principal Purpose of Job:  Provide direction and management to a team of 6 to 10, including Regional Coordinators and Program Coordinators across six states and oversee project teams related to Education Fund services and programs.  Works collaboratively across departments on various tasks such as vendor/account management, programs execution, budget, timeline, organization, and the flow of information. Manages stakeholders and partnership development outside of California.  Supports the growth of programs with new funding and partners outside of California. Act as a key representative of the Education Fund, fostering strong stakeholder relationships, driving operational excellence, and ensuring program effectiveness and compliance.

 

Level of Authority: Works independently within the scope and direction of the Director of Programs and per organizational policies and procedures.  Participates as a member of the Leadership Team in developing organization-wide policies and launching programs and services that contribute to the Education Fund’s success.

 

Work Environment: Works in a fast-paced office setting with frequent interruptions and many demands on time.  Travel required.

Key Responsibilities:

 

Leadership & Stakeholder Engagement

  • Lead and support direct reports in delivering programs and services across assigned regions to stakeholders (learners, labor partners, employers). 
  • Act as a liaison with regional stakeholders, including labor and management partners, to build strong collaborative relationships
  • Partner with SEIU affiliated organizations to engage and advise state agencies and policy makers in advancing the workforce development goals of our partners.
  • Proactively engage with internal and external partners to identify opportunities, solve challenges, and advance workforce development goals
  • Able to develop relationships quickly and effectively – creating promoters, champions, and partners in support of our mission and learners.
  • Represent the Education Fund at workforce development meetings, conferences, and with state agencies and organizations

 

Programs & Services Delivery

  • Oversee the implementation of education and training programs and initiatives in collaboration with internal teams, vendors, and external partners
  • Ensure alignment with partner needs and maintain a learner-centered focus 
  • Support regional coordinators and program coordinators in achieving program goals and meeting regional needs
  • Promote a culture of accountability, quality, and continuous improvement

 

 

Operations & Compliance

  • Develop, manage, and report on department and regional budgets, including grant-funded programs and services.
  • Ensure compliance with contracts and grant requirements; support staff in understanding and meeting deliverables and requirements
  • Support regional coordinators and program coordinators in achieving program goals and meeting regional needs
  • Drive process improvements and change management initiatives to enhance operational efficiency, including SOP development and digital tool integration
  • Collaborate with existing and new vendors and stakeholders to create education and training solutions.

 

Data & Reporting

  • Oversee accurate data entry and reporting of learner utilization, outcomes, and programs performance.
  • Ensure timely preparation and delivery of monthly, quarterly, and annual reports and metrics to stakeholders and funders
  • Leverage digital tools such as Salesforce and PowerBI to support data-driven decision-making and improve programs and services delivery.
  • Lead and facilitate meetings, identify success measures for our vendor partnerships, and share insights and feedback to support ongoing improvements.

 

Strategic Partnerships

  • Cultivate relationships with vendors, educational institutions, and other stakeholders and partners to expand and enhance program offerings.
  • Identify and pursue opportunities for partnership and drive revenue and program growth, including new business development.

Qualifications

Qualifications and Capabilities:

  • BA/BS degree required; advanced degree preferred.
  • Experience in Project Management Methodologies (P.M.P. certification preferred).
  • Experience in grant development, program management, compliance, and reporting to funders.
  • Experience managing diverse and complex budgets, Strong budget and Excel skills.
  • At least five years’ experience in management/leadership roles.  Builds trust quickly.
  • Experience in the healthcare workforce development industry.
  • Intense intellectual curiosity and ability to analyze, conceptualize and evaluate information to determine relative strengths and weaknesses of ideas and proposals.
  • Comfortable managing ambiguity and balancing action with the appropriate level of risk.
  • Demonstrated problem-solving leadership with limited oversight in a rapidly evolving environment.
  • Strong ability to influence and manage large teams to achieve outcomes.  
  • Excellent verbal, written, presentation, and communication skills; a persuasive and passionate communicator with excellent public speaking skills.
  • Multilingual Preferred (Spanish preferred).

Physical Demands:

  • Ability to sit at a workstation for extended periods of time.
  • Ability to stand, work, and to drive from one location to another.
  • Ability to lift and carry up to 20lbs.

Compensation:

  • Compensation available for the role considers various factors, including but not limited to, work location, individual skill set, previous/applicable experience, and other organizational needs. The estimated salary range for this role is $110,000 – $115,000.
