Job Summary

The Chief Information Officer (CIO) at Pacifica Trucks, LLC, reports directly to the CEO and plays a pivotal role in shaping and executing the company’s long-term technology and data strategies. This position demands a visionary leader with strong strategic thinking skills and a deep understanding of technology’s role in driving business growth.

AI expertise is essential, ensuring its integration aligns with Pacifica’s objectives and long-term vision. A CIO with these qualifications will harness AI’s potential to foster innovation, enhance efficiency, and maintain a competitive edge in the transportation-drayage sector.

Beyond shaping strategy, the CIO proactively anticipates challenges, mitigates risks, and identifies opportunities to drive technological advancement. This role requires a forward-thinking leader who leverages data, fosters innovation, and enhances customer engagement to realize Pacifica’s vision of a seamlessly connected ecosystem with real-time insights.

A key responsibility of the CIO is to assess current technological needs and craft a strategic roadmap for the next three to five years, with a strong focus on digital transformation and elevating customer service. This includes overseeing IT operations, championing innovation, and implementing digital and data-driven strategies that deliver tangible value to both customers and internal business units. A strong technical background combined with a commitment to operational excellence is critical for success in this role.

Collaboration is at the heart of the CIO’s responsibilities. Exceptional interpersonal skills are necessary to facilitate cross-functional teamwork, address complex challenges, and build consensus. The role involves close engagement with product owners, end users, and developers to ensure accurate data compilation, seamless distribution, and effective maintenance. A pragmatic, results-driven approach is vital to executing initiatives successfully. Additionally, the CIO will work closely with stakeholders to navigate complex challenges, lead change initiatives, and align technological advancements with Pacifica’s evolving business strategies.

The CIO creates and implements the company's information management strategy by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Define and lead the company’s technology vision, driving strategic and operational planning to achieve organizational goals through innovation, prioritization, and efficient management of current and future IT initiatives.
  • Oversee the development of a portfolio of programs and projects, ensuring alignment with business objectives. Collaborate with senior leaders to address portfolio structure, costs, risks, interdependencies, and strategic benefits, recommending corrective actions when necessary.

  • Build strong partnerships with business stakeholders, aligning technical expertise with customer and business needs to deliver cost-effective, agile digital solutions. Create and refine digital experiences that cater to current users while attracting new ones, focusing on seamless customer journeys, trust, and relevance.
  • Continuously enhance technical capabilities, introduce innovative ideas, and support the business strategy through solutions that prioritize utility, speed, simplicity, and authenticity.
  • Ensure the customer-facing applications and infrastructure meet performance, redundancy, resiliency, scalability, and disaster recovery best practices and standards.
  • Provide strategic direction and oversight of the design, development, operation, and support of IT systems and programs that fulfill the needs of the business, including:
    • enterprise architecture management
    • application management
    • security and risk management
    • infrastructure and operations support management.
  • Deliver end-to-end accountabilities for all aspects of technology to the business, including escalation points for operational and delivery issues.
  • Approve, prioritize, and control the application project portfolio as it relates to the selection, acquisition, development, and installation of major information systems.
  • Drive the strategic use of data to achieve organizational goals by leading the design, development, and implementation of data repositories and analytics solutions that predict outcomes and measure performance.
  • Develop and communicate business cases and cost/benefit analyses for IT initiatives, ensuring clear project objectives, system requirements, and resource needs. Evaluate and address risks related to IT investments, including staffing, sourcing, and development.
  • Set departmental goals, objectives, and procedures while providing expertise to support continuous improvement. Ensure the technology team, tools, and processes evolve to meet technological advancements, industry trends, and organizational and customer needs.
  • Oversee the secure operation, administration, and maintenance of the company’s computing and networking infrastructure. This includes developing and implementing Risk Management, Identity/Access Management, Information Security, Privacy, Disaster Recovery, and Business Continuity Plans.
  • Manage operating and capital technology budgets, ensuring alignment with approved expenditures for new investments, consulting services, and infrastructure upgrades.
  • Review overall contractual requirements and specific process design methodologies for individual projects.
  • Manage third-party vendors to maximize partnerships, ensuring clear expectations, accountability for standards, timelines, and budgets, while monitoring contractual obligations. Build strong business relationships critical to project success.
  • Foster a culture of IT professionals focused on business alignment, accountability, and continuous improvement. Drive innovation and transformational change while balancing business, infrastructure, budget, and technology priorities.
  • Regularly update the CEO and Leadership Team on the performance of technology strategies, innovations, and progress toward strategic goals.
  • Meet designated KPIs weekly, monthly, and quarterly, according to Company policies.
  • Other tasks and duties, as assigned.

Supervisory Responsibilities

Supervise 1-5 IT department employees, ensuring compliance with organizational policies and laws. Responsibilities include hiring, training, assigning work, evaluating performance, addressing issues, and maintaining team morale and productivity. Oversee resource allocation, team motivation, training, and the department’s overall structure and effectiveness.

Education and/or Experience

  • Bachelor’s degree in information technology, Information Systems, Computer Science, or Engineering, required. A master's degree is highly preferred.
  • Ten or more years of experience leading enterprise implementations, application support, operations, web-based systems, networking and storage methodologies, data analytics, voice and data communications technologies, systems administration, technical control methodologies, portfolio, and resource management within the Logistics, Intermodal, Transportation, or Distribution industries.
  • An extensive background/demonstrated track record in managing and overseeing complex and diverse IT operations, preferably in an international environment.
  • Substantial demonstrated experience in planning and executing digital strategies and in formulating, allocating, and evaluating major policy, programs, and technology projects. Proven leadership understanding and prioritizing the feedback and ideas from groups of key stakeholders to successfully achieve goals and objectives.
  • Capability to carry and execute vision and strategy across the organization to influence key stakeholders (including senior leaders) on the implementation of products and services.
  • Extensive prior experience acting in a role equivalent to that of CIO in the private and/or public sector with an impressive track record of being able to work effectively with senior management to develop and implement enterprise architectures and digital strategies that tie information technology to the objectives and goals of an organization.
  • Knowledge of advanced data analytics capability for descriptive, predictive, and prescriptive analytics that drive value for the organization and its customers.
  • Experience in the application of enterprise information security solutions to improve both business processes and service delivery.
  • Excellent planning, analysis, organization, negotiation, and written and oral communication skills, with the ability to understand the implications of evolving business requirements for IT,

explaining complex IT and digital concepts clearly and effectively and formulating and communicating the business value of IT investments, expenditures, and related resources.

Language Skills

Ability to read, analyze, and interpret the most complex documents.  Ability to respond effectively to the most sensitive inquiries or complaints.  Ability to write speeches and articles using original or innovative techniques or styles.  Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Computer Skills

To perform this job successfully, an individual should have a working knowledge of the Microsoft Suite of products (Outlook, Excel, Word, etc.). Paycom experience is a plus but not required.
