GENERAL DESCRIPTION
Performs highly complex (senior-level) human resources management work. Work involves coordinating and administering the operation of a human resources management program (recruitment and selection, compensation, classification, employee relations, and leave and benefits). Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reporting
- Prepares correspondence and reports.
- Assists in compiling and analyzing HR data; Prepares reports of findings, makes recommendations as appropriate.
Human Resources Information System (HRIS- PAYCOM)
- Maintains accurate and up to date HRIS employee and benefit related information.
- Monitors, prepares, and processes benefits changes as required.
- Processes and verifies documents in HRIS system for required personnel changes.
- Audit and monitor changes in HRIS system regarding benefit plans.
- Performs data entry in the HRIS system regarding employee benefits.
Benefits Administration
- Responsible for the overall administration of the employee benefits and wellness functions for 300+ employees at Central Counties Services.
- Responsible for the full scope of the open enrollment process.
- Oversee compliance of benefits enrollment and eligibility with plan documents, Center policies and applicable laws.
- Conducts new employee orientations to ensure employees gain an understanding of benefits. Counsels employees (and potential employees/applicants) on plan provisions so that individuals can make informed decisions on benefits.
- Document and maintain administrative procedures for assigned benefits processes.
- Develops solutions to problems through procedures or applications of policy.
- Coordinate daily benefits processing. Handle enrollments (including open enrollment) and facilitate COBRA, terminations, changes, beneficiaries, disability, accident and death claims and retirement rollovers.
- Oversee maintenance of employee benefits files, maintain group benefits database and update employee HRIS records as required.
- Processes and reconcile accurate monthly billings and prepares vouchers for payment of administrative fees/premiums for all group plans. Review and process group health claims weekly.
- Analyzes current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs.
- Ensure broker provides the Center with industry benefits trends on a monthly basis.
- Collect and compile data from a variety of sources in the preparation of reports; prepare spreadsheets or graphics as necessary for preparation of reports or budget. Assist HR Director to develop benefit recommendations for review by management.
- Monitors administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration.
- Assist broker with development of bid specifications and evaluation of bids and contract renewals.
- Work with broker to evaluate and make recommendations to Center Leadership on benefit proposals (RFPs).
- Administer FMLA for Center employees in coordination with Absence Pro.
- Perform related duties as required.
- Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, in-office, dependability, and promptness are required for the 8-5 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program’s processes. This is not a remote position.
- Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.
Payroll
- Review benefits and reconcile to payroll on a biweekly basis.
GENERAL QUALIFICATIONS
Experience and Education
- Experience in human resources management work, preferably in benefits administration. Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field is generally preferred.
- Two years’ experience working in a Human Resources Information System preferred.
Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of human resources management.
- Skill in oral and written communication, in conducting meetings, in using a computer and human resources-related software applications, in handling multiple tasks and prioritizing, and in problem solving.
- Skill in the use of a computer and applicable software. Ability to be organized and work accurately with numerical detail; to analyze, consolidate, and interpret spreadsheet data; and to communicate effectively.
- Ability to explain benefit and retirement plans to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resource processes; to establish and maintain effective working relationships with applicants, employees, vendors and the general public; and to communicate effectively.

PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in an office setting with moderate noise. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
